Vegeta.

The version of Goku that fought Wheelo wasn't even stronger than Piccolo (or enraged Gohan, for that matter). That means he's a lot weaker than the canon Goku that fought Vegeta.

if i remeber correctly then kiokenx3 lost to wheelo and the z warriors couyldn't even fight against him until he threw a spirit bomb

Dr. Wheelo would win. A Kaioken Kame-Hame-Ha barely did any damage to him, and did enough damage to Vegeta before Goku even used the beam. I see Goku being around his Saiyan saga power level, so that's why I think Wheelo would win.
