Cell (GT) vs SSj3 Goku (DBZ)
Lets see here. Super Perfect Cell is questionably on equivalence with SSJ2 Kid Gohan or perhaps even stronger. If he’s stronger than SSJ2 Kid Gohan than that means he could be closer to SSJ2 Vegeta’s power level. In one episode, Cell observed SSJ3 Goku fighting Kid Buu and knowing Cell’s personality, (Since he has Vegeta’s cells) I’m sure he wanted to surpass SSJ3 Goku’s power level. It’s also been acknowledged that Cell did some training in Hell during the 20-year gap between DBZ and GT. That is a whole heap of time to train and since he has Saiyan blood, I’m sure his power level went up tremendously. With that said, how strong did you think is Cell now?

We know that Kid Goku Base in Gt is a bit weaker then SSJ3 Goku in Z......And when he fought Cell .....Goku said that he is just playing games with him and that he is dissapointed with him .....and from what we where abel to see Base Goku in Gt destroyed Cell in coupel of seconds
So i would Give Cell a small increase juding what we where abel to see.... SSJ3 Goku(Z)>>>>>>>>>>>>Cell(gt)

Goku would win. Part of the reason I think he was confident is because, no matter what Goku did he would always get back up if he fought him in Hell. Goku is even stronger than his Base form in DBGT so SSJ3 Goku with ease.
