Another from the classic trio of films.

We have Piccolo, who is read at 18,000.

In the other corner, Cui, who claims his power level is the same as a Vegeta that could "barely get up to 18,000".

Some could say that Piccolo's "weights hold him back", BUT we see him get nuked by Turles in Movie 3. When this happens, his cloak gets burned away, and -guess what? - there is NO armor or weights seen under the fabric.

So, assume that Piccolo doesn't get any "weights increase" for this fight.

Evil Vegeta

Piccolo would still win. Kewi hasn't shown anything spectacular against Vegeta, and seems to just rely on power levels a bit too much. Piccolo could care less about pure power, because he can change his power level with a chi-attack, or raise it at the point of attack.

Kewi is unfamiliar with all of these, as shown against Vegeta, so he would be dispatched rather quickly.

Piccolo is about 10x smarter and has alot better moves so Piccolo hands down.

In my opinion, I put Piccolo (Tree of Mite) around Vegeta's PL when he fought Cui. The amount of cowardice and inability to detect movement that Cui displayed wouldn't be worthy of an adversary like Piccolo.

The only chance that Cui is would be by tricking Piccolo, like so.

Lets say they are fighting at a city, so this is how it goes:

Cui:Look!Master Freeza!!

Piccolo:WHAT THE HFIL?

*Piccolo turns back and looks*

Piccolo:A b-building?You tricke-

*BOOMBOOMBOOM*

Cui:Muahahhahah!

*Piccolo is far too damaged from the barrage*

Piccolo would win because he has more techniques, is smarter, and is just more skilled.

I'm going to say Cui. I know Cui was stated to be relatively the same as Vegeta but it doesn't make sense. Why would he be so confident when he's about to fight someone equal to him? I have Cui at 19,500 and therefore he would win.

Vegeta proved that he was leagues above Cui. The fight was based off of a 1.34x variance in PL's (Vegeta's PL=24,000; Cui's PL=18,000). Using the same multipliers, saying that Vegeta and Cui are relatively equal in strength is the same as alluding to Freiza (3rd Form) = Piccolo (Fused w/ Nail).
