I think it was actually affirmed that Cooler>Freeza.

However, I really couldn’t envision Cooler thrashing Freeza just because of the way SSj Goku beat Cooler straightforwardly. On the other hand, SSj Goku had more of a difficulty beating Freeza 100%.

In the original Japanese version:

Coola: "Hmph. You do as well as I expected. Enough to have defeated my brother. However, the real hell begins now! Once you witness this hell, I will show you no mercy, no matter how you scream. Not until I've torn you to bits...one time more. (...) I am able to transform myself one time more than my brother."

Son Goku: "What!?"

Coola: "You should consider this an honor. You will be the first to see my ultimate transformation, and the last!"

Son Goku: "Incredible...his Ki is even greater than Freeza's!"

Coola: "So, shall we begin?"

In the FUNimation dub (if you must know... not to sound churlish or ape around):

Cooler: "Well, well, not bad. Rather impressive, actually. Freeza....yes, I could see how he would have trouble with you. My brother was a pest. I would have killed him myself, sooner or later. He was always trying to beat me, trying to prove that he was the best, that he definitively had the edge. But then it happened. (...) I transformed. As you know, I'm in the third transformed state but I found a fourth beyond it!"

Son Goku: "What!?"

Cooler: "You should feel privileged. You will be the first one to witness this form. First you will see, then you will die!"

Son Goku: "Oh man! He's huge!"

What we can garner from the original Japanese version, which holds all validity in this thread: that Coola knows Son Goku, in the state in which he fought him, was enough to beat Freeza's relaxed state. This is what Coola expects. Of course, whether Coola was guaging Goku to have more reserve power than he had is hard to say; why he transformed at whim is up to construing, I suppose. But he does stay somewhat erroneously stronger than Son Goku for a majority of the film, as the protagnist above the antagonist and not too much more.

But, to be more on-topic to the thread, Coola is obviously stronger. Freeza not only lost the power to maintain his full organic capacity for an extended length of time as direct product of Goku's Genki Dama, but was weaker than Coola's ultimate transformation by a length. Thus...
