Hell no, he was just owning a vilain multiple times stronger than SSJ3 Gotenks with his eyes closed. He isn't that strong obviously.

Keep that in mind

SSJ Vegeto is much stronger than Shin Buu(Gohan absorbed) who is about 2.5x stronger than SSJ3 Gotenks. Now, if Gotenks reverted to SSJ2, at the same time Vegeto would revert to his base stated, then Gotenks would revert to his SSJ state. Gotenks is down by 2 forms while Vegeto is down by one form, guess who'll win this. The same applies for Gogeta, nothing suggests Vegeto is far stronger than him so I out Vegeto a little above, still, it makes them far stronger than SSJ Gotenks even at base.
