Buu deforming into Fat Buu (rather than transforming, since he got weaker) was due to the goodness of Grand Kaioshin which made Buu part good and practically a whole different Buu in a way. He probably lost the regeneration technique, although he could still absorb, he wouldn't change from it due to his deformity. Just an assumption though, since he never did.

Well Green Dragon I actually wasn't talking about Fat Buu I actually believe Mr. Buu (Despite being deprived of some power) to be far stronger than any form of Cell. Here's the way I see it, Mr. Buu did alot better than SSJ2 Vegeta (Non-Majin) against Kid Buu, yes due to Regeneration but Vegeta & Goku both commented on the fact that DESPITE having Regeneration. It's just what I got on the Power Level list I made. Also since I believe SSJ2 Vegeta (Non-Majin) is a decent margin better than Cell Games Gohan I'd say he could beat Cell and since Mr. Buu is even stronger than Vegeta. I'd say he'd take Cell without much effort. So even with 10 years of training I don't think Broly could win (For reasons I explained in my other Post). Hope this clears things up.
