Organic Freeza at 100%, easily and ostensibly. Lord Slug had enough power to rein in his obsequious subordinates, but even his eternal, "Super" state, I feel around 3,000,000 would be a good maximum placement for him, seeing as how when Movie 4 was released, anime episodes 81-83 were unbounded and dislodged (showing Freeza in his 3rd stage). FSS Goku was able to trounce Slug about on a whim, but putting Slug any higher would make FSS Goku stronger than SS Goku (which is rather erroneous). Besides that, I'd say that Freeza had a greater kernel of intellect (as all Slug did was overwhelm, and not necessarily shock at lightning speed).

I am sure that King Kai knew about Frieza's maximum strength. He made this big deal of "Ohhhh no stay away from big bad Frieza, he's so scary" and he would not make such a big deal if his PL was 500,000. Which is indeed high, but not quite as fearsome as 120,000,000
