His fighting skills are just stolen from whoever he's inside at the moment. If it's just him alone before possessing anyone, he'd be another unskilled Broly, and Pan would beat him. We don't see him do anything when "naked".

If they're ratios then it's fine.

But if it's power levels, Pan was shown to be at the least, stronger than Android 20.
