I'd say Pan due to the theory that stronger parents = stronger offspring. She also seems to be a lot more happy to fight than Gohan too. Plus, Gohan's own pain won't trigger his power.

Very true, but most of the time it's as a result of something happening to someone close to him, rather than his own pain. But it's definately a wild card!

Gohan, because...

A) Gohan is male(Sexist, but don't deny that it is important)
B) Pan sucks, and doesn't display any decent level of strength throughout GT(IMO)
C) Pan is 1/4 Saiyan instead of 1/2, its logical that more Saiyan=more power in a hybrid

Plus Gohan went SSJ quite easily in the chamber, if Pan somehow was stronger he could go SSJ on her bitch ass and kill her in a second.
