Cyborgs 17 and 18, as Vegeta once put it, are merely brats under that armor. They have intelligence and seem to be fairly smart fighters, but Freeza and Cooler are almost certainly much smarter because they would get the best education due to their positions of power in the galaxy. And observationally, I say that this is true, because we see Freeza and Cooler command their own scouts, squads, and special forces. They are master tacticians, and Cooler proves this to be more true of himself than of Freeza. If you watch Movie 6 you'll see Cooler in full coolness command his armoured squadron without any sort of hesitation. I believe they both, at least most times, know exactly what they're doing. And they've been in enough battles and experiences to know what may happen next in a particular scenario. It's a different story though if their power is just outclassed, because then their intelligence would be unable to counter an opponent who is a couple steps ahead of their movements. It's be like placing Aristotle against Goliath in that sense. So yeah, I feel that Freeza and Cooler would win, not just because of their superior intelligence, but because of their superior techniques.

#17 and #18 were callous, teenage youths who wielded prodigious power, but they were just that; they were dulled by their teenage carelessness (though it's a tad excessive in #18's case, considering how soft she becomes later on, but character-building qualities nontheless). #18 was astute enough to draw out her bout with Vegeta because she was so ahead of him that she allowed Vegeta to become battle worn (and for that to eventually go to the notice of Piccolo, in compounding all of that), but besides their infinite energy reactors, Freeza and Coola have been shown to have displayed very quick, analytical, nihilistic, and almost serene observations in their fights (not to mention their mental powers of capacity, and when considering that form of horror is often used when one doesn't know what's happening to them or their body, that is rather frightening, at least to me).

Compare the tyrants of the Universe to a couple of teenage youths made into Cyborgs by a very old megalomaniac with quite a kernel of intellect to boot, and a certain answer starts to become glancing. At least, for me - strip #18 and #17 of their infinite energy reactors, and they're nothing too great (considering this versus topic of discussion has all combatants at tantamount battle powers).

I take back what I said about the Androids winning they can't sense power levels (Which was one of Goku's advantages over Freiza) plus if Cooler can just knock one of them away he can use a Death Ball to defeat one of them. Which would definatly pack a serious punch. So I'll reconsider and say that the Brothers will win.

At the same power level Freeza and Coola are clearly superior to the Cyborgs in every aspect.

#17 and #18 only got the upper hand because of their infinite stamina thus I vote in them.

Yeah! thats right. I don't understand Why many member said A-17 and 18 win Without saying why?
Or they said Androids win because they have "unlimite stamina". And They don't concider techniques, abilities, experience, endurance, inteligent and fight stile.

As some people have stated before me, I find it odd how people have said "OMFG TEH ANDROIDS HAVE MOAR EXPERINCE THEN RULERS", and yet they have about as much "experience" as me.

17 and 18 win easily. Cooler and Frieza hate each other. There's no way they can work together and form a strategy. 17 and 18 work together, that's how they defeated future Gohan.

i say the twins. they were designed to kill goku, and freeza a cooler were both beaten by goku, so id have to give it to the twins, but thats just my 2 cents

Well of course the brothers will have their differences, but they're brothers what do you expect? If Cooler and Freiza hated each other enough not to cooperate then I doubt Cooler would have been going to earth to fight Goku. However I'll admit Freiza and Cooler seem to have a long time rivalry, and they'll probably try to boss eachother around a little but once the twins attack they'll just go there seperate ways and attack one of the androids each and considering that Cooler could form a Death Ball in seconds, that would probably kill one of the Androids and Freiza can use a Death Saucer which would be pretty deadly. At least that's how I picture the fight.
