Why?

Lets not forget that Paragus is a member of the last generation of Saiyans. The generation that rarely went over 10,000. Bardock was unusual when he reached around 10,000.

Broly was born with a power level of 10,000. I can see him beating his weakling father.

Broly does not have power anywhere near Majin Buu's. Period.

answer is no to both parts. The long answer still is that Goku and
Gohan were not FPSSj, but instead is the two in the RoSaT before
deciding to become or completing FPSSj.

Gohan looked to be a SSj2 in movie 10, was he?
No,
Gohan was not a SSj2 for several reasons. Gohan did not have the
electricity to signify the SSj2 stage and also the release of the movie
is after Gohan goes SSj2 at the tournament yet Toei still doesn’t have
the right hair style for Gohan. Gohan is also a SSj on the movie box
cover and not SSj2.

Was Goku physically there during the final energy battle with Brolly?
No,
this is basically Toei rehashing something from the Dragon Ball manga,
which is done quite often. This scene parallels Gohan’s kamehameha duel
with Cell, being there only for encouragement and voice of hope.

Wrong the scene is different. Everyone saw Goku there and he fired a kamehameha. In the cell games no one could see Goku but only Gohan could hear him.
