Broly never cried as a child. He was pissed. And what power level makes you think Paragus was stronger. Paragus was afraid of Broly at birth and at base.

0_o The movie shows flashbacks of when Broly was young and he was SSj. Clearly stating Broly can go SSj however he want to. The device that Paragus put on Broly was to, let say suppress his power because Broly was uncontrollable.

Broly would win because if you think about it paragus had to use the controler to control Broly so that means his base was must have been pretty powerful and the controler just kept broly's power down even in base

Paragus said that, but he didn't really convince anyone with that. Also; if Broly was so much weaker then Paragus, why would Vegeta prefer a much weaker ally to occupy him to see the potential threat of the Super Saiyan power?
