Well.. It does to me but whatever.

She is atleast as strong as Freeza's Final Form.

But I would say she is about as strong as 19#.

She can't be as strong as Frieza's final form. Simply because when Goten and Trunks were 8years old, at base they weren't as strong as Frieza's final form. Pan, who wasn't as trained as them can't think for a second to beat Frieza when she is at base. Even if she's 12, she didn't recieve the same kind of training as Goten and Trunks. As I stated earlier, it's illogical to assume that Pan at base can be as strong as a SSJ while all the evidences go against that fact. Fact is, Pan can't be that strong at base since no saiyan were that strong at base when they were 12 years old. Only as SSJ can they completely outclass Frieza. I only talk for Goten and Trunks, who were much more competetitive and trained than Pan was. They said they never made her SSJ because they didn't know how to draw her, well obviously, if you can't make Pan a SSJ, using your common sense, you will just make her to weak to be SSJ. Judging by the power she showed, she can't be at SSJ level. At 19 level is really the highest you can make her, even if she never showed such power, the only power she displayed was rather unimpressive.

If they were not as strong as Freeza's Final Form at base, then how did they keep up with 18# who even when she is holding back alot is stronger then Freeza?

Then at SSJ they jump up to being at about 18# strength, that is just too big of gap.

Also 19# is stronger then Freeza, since you said she can not be as strong as Freeza, then you said she is at 19# level.
That does not make sense.

First of all, even at SSJ, they were still struggling with android 18, when they were at base she thaught he was just a strong guy so she held back like she would held back against a normal human. She wasn't just holding back, she wasn't even trying, only when they were at SSJ she was beginning to get more serious. Even when they were SSJ, 18 was still putting a match against them, it's a matter of interpreatiation wether or not they are as strong as 18. By what she showed she was clearly stronger than them.

Android 19 being stronger than Frieza, he only beat Goku because of his heart problemes, than Vegeta utterly destroyed him without even trying. He is a level far below SSJ as Vegeta got rid of him fairly easily. He is not as strong as Frieza who is at a low SSJ level.
