. . . Before transforming? I know there's a sticky on it, but I'm not sure if it's true or not because I also remember Goku saying that his ki is larger than Frieza's (in his 4th form) in the dub, which is also contradicted by saying that Frieza "had the edge".

Well Cooler's 4th Form is weaker than Freiza's. I don't remember Goku saying anything related to Cooler and Freiza's Power in the Dub. However Cooler openly admits in both versions that he was weaker than Freiza until he transformed.

In the Japanese version, this is what Coola states after wildly flailing arms with Son Goku:

"Hmph, you do as well as I expected. Enough to have defeated my brother. However, the real hell begins now! Once you witness this hell, I will show you no mercy, no matter how you scream. Not until I've torn you to bits... one time more."

Why Coola transformed and what kind of threat Goku posed about Coola at that point is hard to say if you put aside Kaio-ken and just throw in a fisticuffs match; whether Coola was guaging him to have more reserve strength or just transformed because of a caprice. But then he stays errorneously stronger than Goku for the film as a whole anyway, first swatting away with his death beam and then he becomes so strong later on that not even a Kaio-ken x20 fueled Kamehameha does anything to him.

To tie this in relation to Freeza, Freeza was rather presumptuous and serene during his whole fight with Goku and only went 50% at the exasperation that the fight was a standstill. To me, it's alluded to in the dialogue structure that Freeza's power was with merit in Coola's eyes, but not enough to have overtaken him.

Right so according to you Cooler was born before Frieza so that would make him more stronger? Cooler was getting owned by Goku but Frieza was pretty close in power to him.
