No, SS3 Goku in GT was much weaker because his smaller body couldn't take the stress. Also, it isn't Vegeta getting a boost from Bebi, its actually Bebi getting a boost from Vegeta. Bebi's power was already pretty high, probably more than Pan's level, and then you add Vegeta's extroadinarily high pl and then you subtract most SS3 power from Goku, and you get this result.
