Goku, referring to Uub VS Hercule in some world tournament.

Does anyone have the exact quotes and also who Goku was referring to in the first quote?

In the Dub I believe these are the quotes:

1. Goku: "Pan, not now let Grandpa handle this. He's (General Rilldo) powerful even more powerful than Majin Buu, it's exciting if you think about it."

Goku was referring to General Rilldo (Not his first form though, he was talking about his Final Form).

Then for the Tournament one, I don't remember Goku's full sentence perfectly but I do recall this part:

1. Goku: "Yeah, and he's only using less than One Billionth of his actual power"
