I have to say goku at ss4 is stronger than ss4 vegeta when they both first transformed because goku transformed out of rage and to protect his loved ones I believe vegeta only transformed so he would be at goku's level which I dont think he could never be at that

I think SSJ4 Goku is slightly above SSJ4 Vegeta. If they were to have another battle or two, Vegeta would catch up and have equal power. Now hypothetically speaking, and the reason why Bulma even mentioned SSJ5, is that she could pump him with more Blutz Waves then she initially planned to, and who knows what would happen. But at the risk of killing Vegeta with too much power, that wasn't an option and he was strong enough to hold and maintain SSJ4 power. So depending on how much Waves she hit him with, he very well could have been stronger then SSJ4 Goku(without energy given from others) and equal to Goku(with energy given from others). Therefore, it's possible Goku didn't lower his power to fuse with Vegeta.
