If females had big muscles and six-pack abs, then they would look ugly. End of story. Moreover, I personally believe Pan and Videl being very powerful had more reference to ki than actual physical strength. About Chi-Chi, she inherited her strength from her dad.

Well for the most obvious reason they were just drawn that way because females don't look as good with muscles.

And for the reason that would fit the storyline. Muscles don't actually mean that they are stronger. Their power also depends on how much ki they have as well, and that has nothing to do with muscles.
