Broly is a full blooded saiyan, like Vegeta and Goku. However he does not exist in the canon (real timeline of events) of DBZ because he didn't appear in the original manga, or in the anime as filler. He is one of the villians in the DBZ Movies, Movie 8 and Movie 10 to be exact. However he does not exist in the same timeline as certain events in the anime.

Anyway, apart from that, Broly is the legendary Super Saiyan (however because he isn't in the real timeline, technically Goku is still the legendary Super Saiyan). He was born on the same day as Goku, and was driven mad by Goku's constant crying. He was also born with a power level of 10,000. Which is alot for even a Saiyan baby (or even a Saiyan at the time) considering Radditz was only 1,500 at most. Anyway, the king of Saiyans, King Vegeta, wanted to dispose of Broly because he feared he would outclass his son, Vegeta, and prove to be a danger. Broly's father, Paragus, tried to save Broly. In the end, Broly and Paragus were left for dead. Broly used a protective shield to save himself and his father, and went somewhere else (a different planet, I was always sketchy on that part). Broly got older and more irate, so Paragus fitted him with a mind control device to control his power.

Later, during the events of Movie 8. Broly once again meets Goku, this causes his power to explode. Transforming Broly into his final form...

There are different views on Broly's power, but what's generally held to belief is that Legendary Super Saiyan Broly is around Cell's complete state's power, though even that is hard to believe for some. Many are very skeptical whether or not he was at Complete Cell's suppressed state [which he was in when he first appeared], at his powered-up level [the more enhanced state in which he fought MSSj Goku in the Cell Game], or at or close to Cell's full power. I guess you'll have to make up your own mind about that.
