Well first Gohan has no tail. Vegeta was engulfed in Blutz Waves and that caused his transformation. I guess if Gohan was hit with enough Blutz Waves he too could become Ooozaru again and possibly harness the energy. It was never stated that he couldn't. Although in GT Gohan is weaker then Vegeta, so there is a chance he couldn't handle the energy. The world may never know.

P.S. Btw I'm assuming if Goku's tail grew back, so could Gohan's. And Gohan could definently control the energy becuase at one point he was stronger than Goku SSJ3 (Mystic) I'm sure with a little training he could go SSJ4. This is all just speculation of course.

I thought you were taking about GT? Gohan turned Oozaru when he was a kid and had a tail, we all know this. In GT he didn't have a tail. Goku was turned back into a kid, that's how his tail came back. Like I said, Gohan could grow his tail back if he got engulfed in as much Blutz Waves as Vegeta did and go Oozaru again. And I do agree that after some training, Gohan would be able to control the energy and become a SSJ4. Like I said, it was never stated that he couldn't.
