Remember when Future Gohan went to fight against the Androids? Android #17 stated he "didn't even use half of his power" in the last battle, in which Gohan barely escaped. So, it's not necessarily chi control, but they can use a certain amount of effort which would combine with the amount of power they're using in the battle.

13 similar SSJ Goku power.
Super 13 similar Semi-Perfect Cell power level.

Compared with 17 and 18:

Strongers > Weakers

Super 13 >>>>> A-16 >>>> A-17 >= A-18 >= A-13 > A-14 = A-15

A-16 best attack only destroy an island. Super 13 best attack can destroy planets. A-16 was beaten by Semi-Percet Cell very easily. Super 13 was beaten by SSJ Goku (Spirit bomb absorb).

Super 13 is very impressive.

He makes the legend of the super saiyan look like stories around the camp fire, he totally owned them all without even breaking a sweat.

That was because the more powerful Gohan thrashed Raditz. He's the only reason why they won.

Before Gohan knocked the stuffing out of his old uncle Raditz, Goku and Piccolo still managed to sub-due Raditz by holding his tail, that means teaming on your opponent works.

That was the only instance where teamwork really worked. That never happened much later, and Nappa is a perfect example.
