I believe the dragon is something that belongs to the chinese mythologie. I'm not sure though. Also, DB/Z was inspired by chinese mythologie like Sun Wukong the monkey boy or King Enma. It's normal they take chinese names to name their original dragons.

The same reason that Anglo speaking countries often use lexis from Romantic Languages such as French, Spanish or Latin. For effect. Anglo speaking countries are not limited to English so it's not like Japan is just limited to Japanese.
