How strong was Pan?

Do you think she was stronger than Goten or Kid Trunks from the Buu saga?

Where would you place her?

If Pan was stronger than Frieza she would be able to go Super Saiyan(even if there wasn't a female SS design).

I don't think she has to be a SSJ to be stronger then Freeza. Goten & Trunks are probably more powerful then Freeza in their base forms.

She was more than likely more powerful than Fruiza and the cyborgs. Torankusu and Goten at the age of five was at their base about as strong as #18. They probably got a bit more powerful.
Seeing how Pan orbited the earth as a child quite fast, and got stronger I'd say that she would be far above Goten and Torankusu in their base.

Goten was 7 and Trunks was 8 and 18 was holding back because she thought that they were a regular human. She didn't figure it out until they went SS.

She didn't hold back all that much. When she knocked Mighty Mask down to the ring, she fired a beam at them. They were at a major disadvantage and still weren't embaressed in their base forms.

Disadvantage due to the coordination because of the suit. Try fighting someone with another guy on your shoulders.
