First of all, Kid Buu is too fast for Super Perfect Cell, so Cell would miss, Pan would miss. But if we take Rildo, who has the same PL as Buu, then yes Super Perfect Cell could make damage to Rildo.

No Pan isn't stronger than Super Perfect Cell, that's just crazy.

I still find it funny how someone can say Pan is weaker then 30,000 or that she must be SSJ to be stronger then Freeza. Neither make sense, and just because she never showed she can destroy a planet, doesn't mean anything. If Trunks & Goten could, she could.

Why else do you think Ussj Trunks lost to Perfect Cell?

Disable Kid Buu's speed, then yes Super Perfect Cell and Pan could deliver damage.
