I concur, I'd say Pan is stronger than 18 but weaker than 17.

Enraged however, due to Gohan's genes, it's possible she's stronger than 18.

Like i see almost evrybody put her below freezas full power..... i think that when she s angry could beat freeza and thas all since she s didnt do anything special ....But still it s kinda hard to actually belive that she could be stronger then freeza

She s gohan daughter so she have the abillites to turn ssj but she just doesnt have the power to do so.

I really have no idea... but going after all so called litlle proofs she just cant be stronger then Frieza 100%(i changed my mind again heh).Since she didnt do anything during the whole Gt and didnt look strong at all.
