Nowhere near the same thing. Cell makes it very clear that he could have shrugged 16 off like a gnat any time he wanted to (and he goes ahead and does it as soon as he realizes there won't be any explosion). 16 only "held" him because Cell let him.

why did cell let him? if cell doesn't know there isn't a bomb at first , so if he can get loose he would do it from the beginning , and the thing with gohan prove pan is weak

So, with all that, she can't be weaker than Freeza. Her heritage and genes wouldn't allow it, she wouldn't survive the Black Star Dragon saga if she was weaker than Freeza. Anyway, she beat him Goten in a tournament when she was 4, damaged General Rildo, and got #20 in a hold.

If she was weaker than Freeza, Goten wouldn't even have to try and would still win against her, General Rildo wouldn't have even flinced (example: #16 first punch at Cell's 2nd form), and she would never have to strength to even hold #20 for a second (he'ld knock her off). I'm not saying she 's more powerful than #20, i'm saying no one weaker than Freeza would ever be able to keep ahold of #20.

Replies like "Ohh but #20/Rildo/Goten were supressing their power" is lame, very lame. By that logic, Hercule could beat Majin Buu is Buu supresses his power level very low. It's a very lame argument. Why would #20 and Rildo supress their power?

I didn't say she did beat 20, in fact I never said that... please try to listen as it makes things alot easier. I'm saying if she was weaker than Freeza, #20 would through her into the air like a fly, he had no reason to hold back. If Pan was weaker than Freeza, the sneak attack would be ineffective right from the word go (Pan wouldn't even be able to grab hold of #20 for a second.)

Not 100% Freeza Final Form, but Freeza's 3rd Form at least... yeah. Which is enough to show that if Pan was weaker than Freeza's 1st form, #20 would toss her like a salad.

Base Kid Trunks is more powerful than 100% Freiza, why cant Pan be?

I hate arguing with people about this, but Pan did not "hurt" Rilldo. If you actually watch the episode, Pan hits Rilldo and knocks him down, yes. Then Rilldo gets up as if nothing happens, then Pan hits him again, which does nothing this time, and he tells her not to get ahead of herself, and knocks her to the ground like a fly. He was basically just fucking with them. I say "them" because Goku and Trunks were flabbergasted, and when Goku tells Rilldo to show his true power, Rilldo says, "I never was good at acting weak". Rilldo could have killed Pan with his left nut in reality. And it was stated that his Ki was greater then Buu's, not equal to.

The fact that she floored him means she has that kind of strength to do that, do you think a blow from the likes of Freiza would even flinch Rildo?

I doubt a hit from Perfect Cell would make Rildo flinch.
