I disagree Pan was concieved when Gohan still had his latent power. So she doesn't get the gene to become a Super Saiyan like Trunks & Goten. Perhaps on top of that it may be harder for her due to the fact that she's a girl and 1 quarter Saiyan. So perhaps she has to become enraged like Goku was when he first Transformed.
Plus she survived a hit from those Sigma force guys. I have Goku (Base) being a wide margin better than SSJ2 power in the Buu Saga. The Sigma force combinded died from a Kamehameha from Goku (But it didn't disintegrate them). So that should place The Sigma force Cannon around SSJ2 Adult Gohan. If you divide that by 3 (Since the force is made up of 3 guys) That's below Perfect Cell at Full Power. Teen Gohan killed the Cell Juniors in one hit but these guys who are somewhere close to Full Power Perfect Cell and she survived one of their blows, I'd say she's far above Android power but Semi-Perfect Cell might be stretching it.

I always considered her to be weaker than Trunks and Goten when they were kids. Even before they trained in the rosat. Just by watching episodes with Pan, and then episodes with Goten, and Trunks, she doesn't seem to be on par with them, of course I don't have any proof if she's really stronger than them or not. I'm just going by visuals and my own opinion.

Don't make me laught. Freeza first form can destroy a planet. In his second form he damage the planet with his ki. In his final form (50%) he cup the planet in the middle with a little beam...... Pan is nothing compared with Freeza.

It would help if somebody would actually list all the fights Pan was in, so we could get an accurate idea of what's going on, instead of just blindly arguing.

I only have a handful of the DVDs, and Pan doesn't do much fighting in any of them, so I don't know who she fought or when.

Obviously it's hard to say exactly. But she did kick Android 20, then put him in a hold he couldn't get out of. He even commented on how strong she was. So I'm thinking she could have beaten him pretty easily, which would put her around SSJ Vegeta(android saga) power, which in turn would make her stronger then Frieza. But whatever, Pan sucked anyway lol.
