They are probably all around... not around, they have all the same power since they are created ghosts by the same machine. Those ghosts could have been teddy bears and not villains know by Zet Senshi and they still would have the same power.

I think this is the most accurate. They're just supposed to look like the heroes' enemies; they aren't them, and have nothing to do with their powers.
