Because it would be stupid and anti-climactic, just like it is in the movie. Although it is a fitting end for the movie, since it's only an hour long or whatever, and the entire Gohan vs Cell fight is probably at least 12-14.

You broke your own rule.

Movie 10 Broly is the strongest incarnation, and he only had a less-than-"owning" advantage on Super Saiyan Gohan (Buu saga level), who is WEAKER than Super Saiyan Gohan (Cell Games level). Weaker to the same extent as he was weaker than Broly.

Broly cannot be any stronger than Super Saiyan Gohan (Cell Games level).

Or, I could just say that all the Z-Fighters were "only playing", so Broly's only as strong as Zarbon.

Proof that Broly didn't "own" Super Saiyan 2 Gohan in movie 10:

The fact that Super Saiyan 2 Gohan WASN'T IN THE MOVIE! What more "proof" is there? If a guy doesn't exist somewhere, he doesn't exist there. That makes it pretty hard for him to do anything there, especially "get owned" by somebody.

There's no need. We all know what Super Saiyan 2 Gohan looks like, because we saw him at the World Tournament. We do not see him in movie 10.

We also all know what Super Saiyan Gohan looks like, because we see him at all other times. We see him in movie 10.

No amount of wanting him to be Super Saiyan 2 can change what the movie showed.

And I sure don't go by the "Toei 'forgot to use sparks' for Vegeta ONE TIME in the entire series, so they must be 'forgetting to use sparks' every single time a Super Saiyan appears" theory, because it's full of crap.

The Toei guide for movie #10 has Gohan as a SSJ2. So, if they say he's one, then he definitely is. Gohan's dialogue also tell's us as well.
