What suggests Furiza was only using 1%? Even if Furiza used 100% of his power [Namek Saga or Mirai Torunkusu Saga], he would be obliterated in one hit from Chou Gohan.

Also, I wouldn't put GT Seru around SSj2 Gokuu's power, that's a bit far.
Possibly SSj2 Bejita, before Babidi's spell.
GT Furiza, I'd toss in the same league as Complete Seru, but even that may be stretching it.

If Goku can magically gain that much power then he also can magically gain the ability to reduce his power as much as he wants whenever he wants.That makes FAR more sense that Krillin being stronger than Goku. But to each his own

I don't know what you think Chou Gohan is but it isn't any transformation. He is at his base though with all his power unlocked.

Goku can hold back like everybody. Why would he kill Krillin if he was holding back? Except if you believe Goku can't open a door or hold a glass without break it?

Krillen was wished back with the Dragonballs after being defeated by Super 17. After that he flew to Roshi's island but on the way found Chaozu laying on the floor almost dead.

Krillen: Thats funny he looks almost like me. He msut be a human.
Chaozu: I guess you're the one Goku was talking about. I'm glad they got their wish.
Krillen: Well I'm off to fight Goku now for some reason.
Chaozu: Well if you fused with Yamcha you would have been stronger than Goku. But you can fuse with me now.
Krillen: Okay. But if I don't like it then I'm throwing you out.
Chaozu: Please defeat Goku for me.
Krillen: You don't have to ask me. I'm want to do that myself.
Chaozu: Heh Heh.
Krillen: Wow the power is amazing!!! I can beat Goku!!!

Meanwhile Goku is on the way to heaven with Shenron when Krillen appears.

Krillen: I've finally made it.
Goku: Hmm this one seems different from the other humans.
Tien: Wow he looks just liek Chaozu.
Krillen: Run Tien or you'll get hurt.
Tien: How did he know my name?

Goku and Krillen fight with Krillen winning.

Goku: Heh it seems you are stronger than I thought. But I have 4 more transformations and my power increases dramatically with each one.
