I think you need to go SSJ3 first, unless you 'cheat' to get it (like Vegeta did).
One thing I'd like to ask however: Did Vegeta have tail when he wasn't SSJ4 or did it grow AFTER he turned SS4 by using the Artificial Blutz wave generator?

Well it would've looked rather weird if he turned into Oozaru with no tail.

Of course his tail grew back lol, that's why he needed the machine, it wasn't "cheating". He had the power to control and hold the form, just not tail to transform.

Advanced Oozaru Form; advanced means higher level. An advanced Oozaru would be a Golden Oozaru, or a Oozaru who can control themselves like Vegeta did in the late Saiyan Arc.
True Power Saiyajin; true power Saiyan. Meaning the Saiyan is showing his/her true powers. Basically full power, hence any Saiyan warrior could have this title, and isn't really suitable for the Super Saiyan transformation.
Unleashed Oozaru; sounds like a really bad fan name. Unleashed means released dose it not. SSj4 releases nothing that is locked away.
Unlock Hidden Power; sounds a lot like Guru's potential release or Son Gohan's ascension to Saikyo no Gohan from Elder Kai. It does not unlock anything once again, as it isn't sealed away. To my knowledge you can still be a Super Saiyan 4 and not have your true powers/potential unlocked.
Ultimate Saiyajin; So many people would get confused with Ultimate Gohan. Saikyo no Gohan already has half of this name.

It was cheating in the sense that he didn't have the ability to transform into it naturally, he used the machine.

Isn't SSJ technically better than Oozaru. Oozaru has the worst weakness ( I think it applies to SSJ4 also) if the tail is ripped out, cut, or pulled they are basically defenseless.

I see what your saying but to me cheating would be like when Vegeta got possessed by Babidi on purpose to increase his strength. Using the machine to go SSJ4, he had no choice cause he had no tail, so having no other choice rules out cheating.

In my opinion to go Golden Oozaru you need to access at SSj3 form or a power like it and a tail. Vegeta went Golden Oozaru due Bulma's machine which sent at him a lot of Bruits Rays which increased his power (like in Bebi) and regrow his tail. Though I don't get it why his tail disappeared after he returned to base.

Then that would sound like it had something to do with the Supreme Kai. Having two transformations of states with the same name, or sharing the same part of that name usually means in Dragonball Z that the two things are similar. For instance

Super Perfect Cell + Super Saiyan 2 Son Gohan = Both have a Super Saiyan aura, and Super Saiyan state.
