Why not?! Since when a transformation need to increase the power of the user to be called a transformation?

Freeza is a good example of this. He transformed to suppress his powers not to increase them (I'm not talking about during the fight).

If your talking about Super Saiyan Grade 3, it does count as a transformation as Son Goku said it did for one. Transformations take up a lot of energy Son Goku also stated, and he also stated when he achieved the form that it took up a lot of energy. I fail to see why you say it does not help the fighter it does my friend. It increase strength, this was stated by: (chronological order)
-Mirai Trunks
-Son Goku
-Perfect Cell

It does greatly cut down the users speed. Thats the only disadvantage if you don't include transforming into it that waste energy (Ki), like every Super Saiyan transformation does.

Usually it is...lets take the Cell Arc for instance:

(strongest >> weakest)
-Son Goku's transformations: Super Super Grade 3 >> Saiyan Super Grade 2 >> Super Saiyan

There all getting stronger after each transformation, I cannot see where you can see a transformation where the user got weaker than his/her previous state.

Freeza Transforming from Final Stage to his First stage to supress power counts... and technically SSJ Grade 3 could be considered weaker than regular SSJ or SSJ Grade 2/ASSJ because even though strength is increased the speed is drastically cut.

nah i was thinking about the transformation trunks had aginst cell the muscle thing......most of the times a transformation is to increase your power not supress.....the trunks transf really is not good

Definition of Transformation.
-A change in the size, shape, location, or orientation of a figure.

Frieza suppressed his power into new forms. He then transformed into the to them to gain more power. He reverted more than anything else. To me anyway.
