The two #17 didn't fuse like Goten and Trunks fused. They are cyborgs and it seems the new #17 was created to fuse with the old #17. Their fusion got taller because they wanted to him become taller. There is no reason for it.

Didn't Cell get taller too... although he didn't fuse per say he absorbed, but still.

Yes if you look at manga scans or even the Anime Cell got taller, then gets smaller, and so on.

Cell's Height largest to smallest:
100% Perfect Cell >> Imperfect Cell Stage 2 >> (Super) Perfect Cell >> Imperfect Cell Stage 1

Yes it is Super Cool. Basically when Cell was struggling to fight a Super Saiyan Son Gohan, and he transformed.

Lol, how did this get to be aout the cell games? Anyways yah I agree with the Electron Zone, androids are weird at fusing. For example when Android 13 took a couple of parts from 14 & 15 ( I think it was their processors, and power sources) he completely went 5 times his regular size so....yah it's weird.
