I think Elder Kaioshin meant potential chi, but also, he might have witnessed more powerful beings than Bejiito. But he hadn't witnessed a more powerful being than SSJ4 Goku (to that point).

Bejiito's should be like 1,5x or 2x.

Except that we have no idea or context for "Kiri". We have no idea how they work, or even if that's how it increases. "Kiri" are a flawed concept, and we only see them once anyway.

You also don't know if Goku was using full power when it was measured, I believe he wasn't.

I agree, but I also think there should be a limit to how low it can go. I would personally not put it below 5x.

I wouldn't put it below 20x myself. Otherwise the Kaioken would be better for Goku.

Kaioken was dropped, just like many other things in the show, you don't have to force SSJ to be over 20x just for that.

Many things are dropped because new and stronger stuffs came up. But wouldn't make sense dropping Kaioken if SSj wasn't stronger than it.

It's true. Plus the Kaioken was exclusive to Goku, so it would have been really cheap if he could just do Kaioken x1000 and own everyone.
