Basically, every Saiyan can become a Super Saiyan given the proper circumstances. Goku was faced with such circumstances. His whole life he had been fighting and winning against guys usually stronger than him. He easily met those requirements with hard work. However, the LSSj Broly in Movies 8 an 10 was created for...emulating, or showing what the legend described a "Legendary Super Saiyan" to be. However, since the movies are non-canon, Broly, in light of the actual main story is not existent. So that only leaves Goku, Gohan, Vegeta, Trunks, and Goten. Supposedly, there's only one Legendary Super Saiyan, but we see in the show five. This simply shows the legend was half true. In terms of it actually being real, yes it's true, but there can be more than one. That's what I've derived from the fact that Toriyma said he was going to halt his story after the Freeza saga, but he continued, and this is why my suggestion is a plausible explanation for there being 5 Super Saiyans. Plus, you got to remember that legends are legends, so there's going to be things said that are misconstrued along the way of it being told throughout those who heard it.

Well seeing as the story was meant to end on Namek; Goku is the LSSJ. I heard somewhere that someone said that the coming of the LSSJ would usher in a new age of Super Saiyans, and that was their explaination of why so many SSJs exist.

In a general sense, yes. The fact that there are 5 Super Saiyans indicates all Saiyans can do it, even though the legend said there's only one every thousand years...which to me is a fallacy brought about by the fact it's a feat Saiyans rarely accomplish, though all are potentially capable.

No. What Vegeta envisioned a Super Saiyan to be in the non-canon anime version does not attest to the actual "Legendary Super Saiyan".

Technically speaking, Son Goku is the Legendary Super Saiyan because he was the first one to achieve it in X amount of years. In the original series, there is no "regular Super Saiyans" and "Legendary Super Saiyans", they're all the same.

Wait, didn't Toriyama's staff write the name of Broly's "Legendary Super Saiyajin" form in the Daizenshuu...??? He designed it too, if I recall.
