I'm going to say no, seeing as Toriyama wanted to stop DBZ at the Namek Saga... he originally wanted Goku to be the only Super Saiyan legend, and I guess in many ways... the only Super Saiyan.

Yeah, Toriyama designed Broly and I think the Daizenshuu says Broly's "Legendary Super Saiyajin".

But that doesn't make him canon. Goku is the canonical Legendary Super Saiya'jin.

I intended to post that but gave up. We can assume in the movies universe Broly is the Legendary Super Saiyan-jin, and in Manga and Anime universe Goku is.

Originally, I think it was heavily suggested that Goku was the Legendary Super Saiyan, but after the Freeza Arc continued, the supposed legendary status of the transformation became a moot point. So then the legend became false, in a way, by showing that others could become Super Saiyans. Broly on the first page of the thread explained it pretty well:

I think he was. He was the first Saiyan to ascend after a 1000 years. The legend never said that he'd be a lone Super Saiyan.

but if you follow the movie, Broly was a Super Saiyan way before Goku

Gokuu, canonically speak, is the LSSj.

However, since the story continues passed the Frieza Saga Arc, this disproves the theory of one SSj every few millenia. But once Gokuu became the first to achieve the form after so long, is the start of the evolution of the Saiyan race. Seeing as how the last SSj was destroyed by his own power, the 'path' to a SSj was shrouded in mystery, making it seem as though it would only happen to the 'chosen' Saiyan.

But Gokuu, being the kind-hearted Saiyan that he is, overcame the rage of the SSj transformation and, in a way, tamed the beast. He lived through and came to understand the transformation and enlightened the others on how he became a SSj.

Exactly what I was saying. Nothing about the legend says that he has to be a lone Super Saiyan. The last one simply destroyed himself with his power, Goku didn't (in the extended DBZ anyway) and lived to procreate and create more Super Saiyans.
