I don't see why not, he can never lose the ability to, it's always there.

He probably doesn't use it because Piccolo was a Z Senshi in DBZ, not a monster like he was in Dragonball.

When was that can you provide prof please. In the Galic Jr Saga he:
-Got caught, and controlled.
-Became good again.
-Got battered by Garlic Junior.

Piccolo didn't turn into a giant like he did in DragonBall or Slug did in movie 4, he increased his size to equal Garlic Jr's. That's exactly what happened. He was only the same size as Garlic Jr, that's it.

The power of the "Giant Form" is the ability to increase your size, that's exactly what he did against Garlic Jr, it wasn't as massive as in DB, but he only increased it to match Garlic.

Burningvegeta, I'm not sure of the episode number, but it was after the Makyo Star moved closer and Garlic and all of his men buffed up and became their own giant form, Piccolo then increased his size to match Garlic.

Yes this happened but also he didn't actually get controlled as the black water mist had no effect on him whatsoever and he was faking it the whole time.
I believe the scene where he grows is in is about episode 99 in the dub or 113 in the original.

But iirc increasing size doesn't increase power. Well at least in non-filler scenes.

No way! He got beat down by Chibi Son Goku, in Dragonball. I even think if Kami tried he would have been able to take him down, but I think he secretly wanted Son Goku too.

Son Goku's father was a low class Saiyan mercenary. He was also leader of a group of four other Saiyan mercenaries. The father of Son Goku is called Bardock a pure blood Saiyan.
