Why is "super saiyan 4" super saiyan 4..?

If anything, wouldn't it be the true form of a super saiyan (or evolved/ascended super saiyan), since the ape form of a saiyan is considered their true form?

I think they mean SSJ4 to mean it's the strongest not because it follows the evolution of normal SSJ forms. It's by order from weakest to strongest and it can also be by order of appearance.

SSJ(1st to be shown)>SSJ2(2nd to be shown)>SSJ3(3rd to be shown)>SSJ4(4th and last to be shown)

We all know the SSJ4 is something completely different, but to call it otherwise would make it ''uncool'' and people would ask themselves why didn't Goku go SSJ compressed SSJ Oozaru etc.
