#1. "Mystic" Gohan is stated to be the strongest non-Fusion character in DBZ.

#2. Gohan is half-Saiyan, so he counts as a Saiyan.

#3. Broly is called "The Legendary Super Saiyan". Since he's Legendary, no Saiyan can be stronger than he is.

That means that "Legendary" Broly MUST be stronger than "Mystic" Gohan.

That puts Broly above Super Buu, Super Saiyan 3 Gotenks, Super Saiyan 3 Goku, Fat Buu, Super Saiyan 2 Majin Vegeta.....

...oh, while we're at it, Vegito is a Saiyan, too. No Saiyan can be stronger than Broly (because he's Legendary, don't you know), so Broly is also stronger than Super Saiyan Vegito.

.....Oh, WAIT! Just remembered, Super Saiyan 4 Gogeta is a Saiyan, too. But he's not Legendary, so Broly has to be stronger. He HAS TO BE the strongest Saiyan, period. So, Broly is stronger than Super Saiyan 4 Gogeta.

And since Super Saiyan 4 Gogeta is stronger than everyone else who ever appeared in DB/Z/GT, that makes Broly the strongest fighter who ever appeared.

Because he's Legendary, that's why!
