Well, two things stick out to me.

He plays the flute and he's a swordsman. I don't believe he's a great fighter, TBH. He probably spends most of the time doing one of the two.

Well, if you play one of the games, I THINK, I repeat I THINK in either Dbz 2, or Tenchi 2, one of the secret missions you gotta complete, is defeat the Z fighters as th big monster guy, Hildegarn or something, you you get to fight Taipon, he says something about his power level being very high.

It disappointed me greatly that Tapion, of all people, did not fight in movie 13.

So as that stands, there is no possible way of telling how powerful he is. But he's got to be somewhat powerful to be able to hold in half of Hildegarn in his body.

Yeha if he held Hildegarn inside him then I presume he is quite powerful.

Perhaps not at Hildegarn or Ssj3 Goku's level due to struggling immensely to keep Hildegarn in.

I would estimate it at around Ssj2, just enough to hold in Hildegarn for a fixed time.

Using someone as a vessel to contain something very strong does not necessarily make the vessel strong...

Just like Gaara or Naruto, when they were just babies, they couldn't have been stronger than the tailed beasts put inside them...

Mmmh, to be honest I would place him below full power Frieza since Frieza was stated to be the terror of the universe and was probably the biggest menace ever faced so far but since Tapion was sealed 1,000 years ago, it's hard to tell. Since it's Toei they would probably make a fighter who is very strong but rather useless(Paikhuan, Olibu etc) so, he might be in the SSJ-SSJ2 levels but who knows.

I would put him around a SS1 level but no one really knows. That's because he was very brave standing to Hirudegarn like that. He had no fear fighting him. (I know bravery doesn't mean power but still he seemed confident that he would hold his own)
