Ssj4 Gogeta is a fusion of the two strongest Saiyans at full power.

Perfect Cell w/Super #17 is a sort of fusion between the two strongest Androids, the 2 Ultimate and most powerful Androids ever.

The only reason it isn't as strong as Ssj4 Gogeta exactly is that Androids are programmed to have a limit, whereas Saiyans have no limits.

Also Perfect Cell and Super 17 aren't 'destined' rivals so the fusion doens't balance out as well.

But it would be very strong, stronger than Syn Shenron, it would be around Omega Shenron.

Who, remember, got thrased by Ssj4 Gogeta.

He got the idea because Imperfect Cell changed appearance when absorbed 17. Same with 18 but that wouldn't happen with Goku since Goku is not an android.

if he did that he would be increditbly powerful but he would have to get close to him so he can absorb him don't forget Super 17 is more powerful than Cell

Kinda wrong there mate, Goku officially found his limit at SSJ3, and Vegeta pretty much found his at SSJ2. Saiyans do have limits, but Goku and Vegeta were able to continuously break these limits through training and successive Super Saiyan forms. However, they both found a form at the end of Z that they were pretty much stuck with.

Wasn't just talking about Super Saiyan transformations, but mostly raw power and speed.

Like the more a Saiyan fights or the more dangerous a near death experience is, the stronger they become and the higher their power level rises... even in their base forms.

For example, despite being fusion, Base Vegeto can outclass a fully ascended Goku.

So i'm mostly talking about the limits of a base saiyan the more he or she trains.

Its amusing to play 'The True Ultimate Android' battle gate on Dragonball Z: Budokai Tenkaichi 1 where you play as Perfect Cell and fight the Z fighters at the Cell Games.

The final battle is in the city against Super #17.
