I think this ranges in interpretation. Bojack was strong enough in his transformed state to have been taken with some earnestness on SS2 Gohan's part (this wasn't the same Gohan who let Cell develop a SS2 aura), and that their blasts canceled out. But it also depends on how fierce you guage Complete Cell to be in his full power state, and thereby ineffectual maximum body mass state (what with his aura input being rather stupefyingly fierce). But, again, I openly concede that it's all a platform for interpretation (trying to leave out bias here, as a character's capacity and squalidly favoring and being bias to them is somewhat similar in nature). You could just say that SS2 Gohan was A LOT stronger than the transformed Bojack of discussion.
I don't see Dabra being any stronger than Complete Cell in his powered up state, so he's definitively the weakest of the three by a stretch, to me. I might give it to Bojack, just because Gohan's attitude against him differed a bit, though that just could have been because the last time he used such somewhat uncontrollable power, it almost took over him psychologically and almost caused the destruction of the Earth and whatnot. But if you're connoting SS2 Complete Cell? Then he easily takes this. Easily. So it is a matter of opinion.

when cell was at full power gohan only had half the power of his real power cause he had the use of 1 arm, when full power bojack fought gohan as a super sayian2 gohan had full power and both his arms, so i think bojack is a little stronger then cell

Super Perfect Cell, fought a weakened Super Saiyan 2 Gohan had lost, even if he was distracted the raw power of Gohan's Kamehameha destroyed him. Even though the newly recharged Cell was more power than Gohan at the time. Cell's strength was never shown though apart from the Kamehameha attack he launch on SSj2 Gohan. He is shown to be clearly stronger as throughout the majority of the beam struggle Super Perfect Cell seemed to be the stronger of the two. Bojack easily beat Vegeta, and Piccolo that puts him above Cell in terms of strength, but he even survived a Kamehameha warfare as it was canceled out with Gohan. Bojack was stronger as he still had the energy to keep standing. The movie did present SSj2 Gohan to be stronger by Gohan by huge amounts unlike Super Perfect Cell. Dabura: with an older, weaker Gohan who is stated to be weaker than when he battled Cell. This statement by Vegeta puts Dabura right at the bottom, as even he seemed to struggled whilst fighting Gohan (doesn't matter what Super Saiyan Level he was in), only to conclude their fight with him leaving. |

It is clear that Gohan was at half power - which is why he was being overwhelmed near instantly by Cell, and only managed to beat him by unleashing all of his Ki at once when Cell was off guard.
