Seeing as the ones from the manga are all cyborg apart from 16 and 19, most of the Androids were HANDMADE...or designed but basically were not human, or had human part like their counter parts.

Movie:
-The androids from the movie where made just before they attacked Goku. I'd say: There all the same age: 5 hours old (estimating how long there battle lasted, from when they were made): Androids 13, 14, and 15.

Canon:
16 was a prototype: 1 years old

17 was one completely human: 17 years old (based on his name)
18 was one completely human: 18 years old (based on her name)

19 this one fan fiction: I think he would have had to of tested 19's abilites so that would take about a year.

Gero's brain: 60-70, as you said. He must have made himself look like that for a reason, plus he knows of Dr Brief, Bulma's farther and his fairly old. They were stated to work together in the Anime.

It kind of impossible to say, really the manga never state, or hovers over age of the Androids. Mine are all estiamtions...

Artificial Humans #18 and #17 were just teenagers when they were kidnapped.

And that's pretty much all that bears mentioning. The rest were total artificial construction type.

Are you sure 19 isnt a cyborg didnt he have a brain bowl under his hat like Gero I always assumed he was Gero's turned 19 into an android to make sure it worked before having 19 perform the operation on him. Any way id say 17 and 18 were 22 id say 19 was 28 and gero was 65 the others ages would depend on when they first came online which I guess would be like a birth so 13,14and 15 died at the ripe old age of 0 to 1 days old.

Whoa whoa, careful here:

1. In some countries you only need to be 17 to drive. The UK for example.

2. He may have the knowledge on how to drive from his databases of information.

I think they're at least 25. Both of them. #16 and #19 were both fully android - they don't really have ages.

I would say 16 is atleast 2-3 years older, 17 and 18, who are probobly in the range of 18-22 years old, and were probobly kidnapped soon after high school.

13 looks like he is in is late 30's.
14 and 15 look a little bit younger.

19 looks like a complete robot and was never human.

20 is in is 60s or 70s.

And 8 looks like Frankenstien, so he was either never a human, or was a really big guy.
