Oh, hell no! Vegeto would mop the floor with Goku, Chibi Buu is weaker than Shin Buu(The tall Buu who appears the most. Wow, you should get your facts right. I'll explain later.

When Goku was facing Fat Buu, he told him someone stronger than himself would come to defeat Fat Buu, he was talking about Gotenks. Note, he wasn't talking about SSJ3 Gotenks, just SSJ Gotenks since he didn't know Gotenks had the power to go SSJ3. After his training in the ROSAT, Gotenks achieved a new level of power who was impressive, he displayed his power as SSJ and Piccolo was impressed meaning he had really improved. Before unlocking Gohan's potential, the old Kai states in front of Goku that he'll make Gohan the most powerful fighter in the universe, and Goku doesn't contradict. That proves: Chou Gohan(Ultimate, Mystic or whatever)>SSJ3 Goku

Chou Gohan was thrashing Shin Buu with great ease it wasn't even funny, Shin Buu was deseperate and he couldn't do nothing: Chou Gohan>>SSJ3 Gotenks>/=Shin Buu>>>>SSJ Gotenks(Post ROSAT)>SSJ3 Goku

When they were in Buu's head, Goku said that if they were to get out and face Shin Buu they would get killed if they weren't fused. Shin Buu came in his own body and talked to them, Goku said they would have to kill him in order to get out, Shin Buu replied they couldn't kill him and they will be the one who will get killed. Goku was panicking at the mere thought of fighting Shin Buu, he suggested fusion twice because he knew they couldn't win. It proves: Shin Buu>>>SSJ3 Goku

When Vegeta ripped Mr Buu off of Shin Buu, Shin Buu started to revert into Chibi Buu, they said his Ki was getting bigger and they were scared, after the process was completed, Vegeta laughed and said he was now smaller and Goku replied: What a chance, we might beat him after all. They were scared to face Shin Buu but Goku is confident he can beat Chibi Buu individually. When Goku was battling Chibi Buu, Vegeta said a full power SSJ3 Goku would be able to obliterate Chibi Buu. It proves:

As for the power issue, Goku was pretty weak in comparison by the end of Z. But he was the second most powerful unfused character, so he isn't that weak.

He is the 4th strongest fight in Z, behind SSJ Vegeto, Ultimate Gohan, and SSJ3 Gotenks, and is stronger the Fat Buu, but lost because he's well Majin Buu lol.
