No, he was created 24 or 23 years ago. Even present year cell isn't 1. He was probably like 15, or 17.

Cell's age is probably true. I heard this from a dragonballz beckett magazine.

The 7 Evil Shenlongs' ages can be calculate if you remember when each dragon tells both Goku & Pan when they were born. For example Oceanus Shenlong tells them he was born when Oolong wish for a girl's panties way back in Dragon Ball. And Naturon shenlong tells them that he was born when Bulma wish back all the innocent people killed by Majin Vegeta at the 25th Tenkaichi Budokai. Anyway here are some more heights & ages.

I know that Lord Slug is the same age as Kami since both him & Kami were born on the same year when Namek had that natural disaster which cause Kami/Piccolo's father to send him to Earth. Lord Slug's parent guardian did the same to him. And Taopaipai is over 300 since he's a few years younger than his brother Tsurusennin, who's over 300. Taopaipai must have drunking some of the water from this so called "Fountain Of Youth" Master Roshi must off drink off. Anyway here are some more.
