Goku had not gone SSJ at the time Gohan was born, therefore he could not have passed the DNA, but he had gone SSJ by the time Goten was born, so he could have passed on the DNA, does it make more sense?

when goku married chichi he did not have his tail..as soon as they show goku as an adult in dragonball they removed his tail..so when goku and chichi got married goku didn't have the tail..

the reason goten and trunks were born as a ssj possibly because goku and vegeta already turned a ssj.. just like what GikuHonishimo said

Wasn't Goku an SSJ before the Cell Games, I mean he was satying in that state for as long as he could with Gohan so that their bodies could handle it. Maybe he did the freaky thing with chi-chi as an SSJ.

I have a theory about this too, but its a very simple one. In the actual anime, we see Goten and Trunks going Super Saiyan very early and I think most of us agree that it wasn't the first time they actually trasformed. We all know how Goten and Trunks were rivals in combat and everything so seeing how Trunks was a little stronger than Goten, Goten got angry and transformed. As a result, he began to defeat Trunks until the latter got angry too and transformed. I think they both experianced extremely emotional feelings very early on unlike the others and they had been training for some time too (Gohan had this too against Raditz but he was only 4 years old and had never trained unlike Goten and Trunks). But I agree that since both Goku and Vegeta had reached the level of Super Sayian Full Power by the time they made Chi Chi and Bulma pregnant with Goten and Trunks respectively, the new kids had the ability to go SS much more easily since power level is essentially part of a warrior's DNA in the series (and real life I might say too

It is possible too.
But I think that probably, if that is true, the part of Goten goes to SSJ to become stronger then Trunks and the same thing with Trunks, we had seen a flasback or any reference to that.
I mean, it is cool to know that kind of things! And Akira knew that the fans like it! So, if he did not put anything about that, it is probably because the right explanation, as you and the other guys said, is on the DNA.
