it really depends on the person using it. if you are saying the persons moves on how strong that person is, the kamehameha is the strongest

however if the people using it are all the same strength then the special beam cannon or the tri-beam would be better

Special Beam Cannon is only good at a weaker opponent: Manga states that the Makankousappou had a higher PL than Raditz had, thus it killed Raditz...And Goku.

But Kikoho, on the other hand...Or Shin Kikoho, whatever.

Tien, who is much more weaker than Cell form 2, stalls Cell with a Kikoho for a while.

From that, we can make the conclusion that Kikoho is the most powerful attack, when excluding attacks made by Fusion characters and Genki-Dama.

But, as I said, Kikoho has it flaws.

(Shin-Ki-Ko-Hou) - 210,000,000
Semi-Perfect Cell - 310,000,000

I believe that's where tien should have been at, because the attack was able to hold of cell, it had to be at least a x100 multiplier in order for that to happen, so yes Shin-Ki-Ko-Hou is capable of being the strongest of all beams.

I voted for kamehameha but i think the spirit bomb is the strongest because it is the only move that can completely destroy anyone into nothing. also the self destruct but that move depends on 2 things
1. how strong the person doing ti is
2. how strong the enemy is

Spirit bomb, final flash, big bang kamehameha, final kamehameha and father-son kamehameha are all stronger beams. I'm not sure if selfdestruct would be considered a beam but it's stronger too.

There was no way tien could have put enough energy behind the attack to hold cell off, he was much too weak for that, his power had to multiply over quite a bit before he could even hope to hold off Semi-Perfect Cell, who is tons of times stronger than he is.
