It's set to have its English dub released... err... six years ago

DB movie 2 was actually the very first thing FUNimation produced on their own after the syndication fall-out with Saban. It contains the original Japanese score (yet the same "
Gotta find that DragonBall!" opening theme from the original DB dub) and most of the voices that would later be used in the full DB TV dub.
Now, the thing is, it's never actually received a DVD release (which would also contain the original Japanese audio track). No-one's really quite sure why FUNimation hasn't put it out; it's not held up by the same sub-contract that the first 13 episodes + 1 movie has (with KidMark), so they could theoretically release it whenever they want. The dub's already done, so all that's needed is the translations and DVD release... I don't think Steve's done the script translation for it, so it's not really on-deck for release anytime soon. Most of us assume they'll put it out once KidMark's sub-license expires and they can cram out the remaining DB all in one-shot.
If you're interested in picking up the uncut dub VHS, it's ridiculously cheap
over on Amazon; it's not in-stock, so you'll have to wait a bit...
