My worst villians are as followed:

Garlic Jr. (he was okay in Dead Zone, but he didn't need a saga devoted to him)

Android 19 (he just got on my nerves alot, plus outside of "beating" a dying Goku he was nothing special)

Dadoria (that fat pink spiky blob of Frieza's just sucked, glad Vegeta put him in his place)

Finally those two crappy humans that worked for Babadi, don't remember their names but I do remember they sucked big time!

Spopovich and Yamu

A friend of mine (you know who) said that Spopovich was really only more as powerful as Recoome and Videl was at first more powerful, but she exausted herself trying to defeat him.

Frieza is just one of those poorly done characters, like Raditz.

The really most worst Villain would have to be Babidi, Garlic Jr. atleast try to fight his adversaries, Dodoria did had his moments prior to being killed by Vegeta, Super 17 was one of the only villains that overpowered SSJ4.

Even though I completely despise Omega Shenron, atleast he had the decency of doing all his dirty work on his own, which more than I can say for Babidi.

Babidi, you are the worst villain of all time. Especially since he is whiney and he could be easily defeated by a human girl, if he didn't have his magical powers.

No one hates Cell, because he was one of the most decent Villains in DBZ. He was foolish enough to force Gohan to bring out his rage, but that is mainly Vegeta and Frieza's fault not Cell's.

I didn't know frieza was a girl or a boy. I thought frieza was just a stupid lizard-like creature with the name "it" but I guess if you give a gender then yes it's a boy.. As for decent villians, if cell hadn't have been stupid enough to make gohan angry, he would've easily overpowered and probably destroyed all of the z-fighters in a matter of moments. If any villian is actually worse, it's Baidi, Garlic Jr (Whom I might add is filler), Zarbon, Ginyu (A purple guy that does poses? Is there anything more retarded?), and if by all accounts, Bibidi is even worse than his son, even though we don't see him a lot, just in flashbacks.
