Worst villians ever are Android 20, Frieza, Android 19, Babidi, and Garlic Junior.

Androids 20 and 19: These two did nothing really great. The only thing they did was attack someone unguarded, and once 19 was destroyed 20 took off running like the coward that he was.

Frieza: Frieza had no real purpose as to why he really wanted to rule the universe, he just existed and wanted immortality. Did I mention how bad his 3rd transformation makes him sound? His voice is horrible in that form.

Babidi: Now here's a guy who is truely lazy. He does nothing but bark out orders to Majin Buu before he eventually meets an unfortunate end to it. About the only thing he does is whine whenever it looks like Majin Buu has lost, and laugh whenever Majin Buu returns on the scene. He also called Majin Buu his slave.

Garlic Jr: Not only was the anime filler, but in general this guy is just.. incredibly stupid to begin with. He's an ugly blue looking dwarf that can transforms into a monstrous blue-green looking ogre, and always whines about wanting to get back at Kami for killing his father.

Freeza was the whole reason how Goku went to earth and the immense power the saiyans were gaining. With no Freeza the saiyans would still be cut off from the universe. Without Freeza no saiyan babies would have left the planet.

Kid Buu on the other hand no purpose he was created solely for destruction. After he destroyed everything what was he suppose to do scream until his head exploded.
